This directory was used before version 1.15 to write generated user avatar images. This solution was replaced by CSS generated avatars and therefore this directory is not needed any longer. We'll keep it in GIT for all the custom cache clean scripts that might exist out there. This directory is @deprecated since 1.15 and will be removed with 2.0.
